Bhakshak’s story is based on incidents that occurred at a shelter home in Muzaffarpur, Bihar, where several women were sexually abused. In the film, Bhumi Pednekar plays a young journalist named Vaishali Singh, who makes the sole decision to expose the truth about a government-funded shelter home and the incidents of sexual abuse that have occurred there.
In 2018, the Tata Institute of Social Sciences (TISS) brought attention to the case of sexual abuse and harassment occurring in the shelter home by submitting a report to the Bihar Social Welfare Department. Details of claims of sexual abuse of young girls at the shelter home operated by Seva Sankalp Evam Vikas Samiti, a non-governmental organization (NGO), were included in the report.
