Delhi Ordinance Bill Update: The President will sign the Delhi Service Bill into law. Since the Delhi Service Bill was passed into law, the Lieutenant Governor has been granted complete authority over the Delhi administration. The opposition, represented by the INDIA alliance, protested the legislation in parliament and claimed the Modi administration with “weakening federalism”.However, while introducing the bill, Home Minister Amit Shah said that the opposition’s concerns were only “political”.
The Bill would supersede the Delhi Ordinance that was introduced on May 19 and will overturn an order from the Supreme Court that said that only the elected government of Delhi has control over the public. The court further concluded that, under the Constitution, the lieutenant governor has “no independent decision-making powers” other than those related to land, police, and public order. The National Capital Civil Services Authority (NCCSA), which is established in the bill, would provide recommendations to the LG, who is chosen by the Union government. The Delhi Principal Home Secretary will be the member secretary, the Delhi Chief Secretary will be a member, and the Chief Minister would be the chairperson of the NCCSA.
