Hailing from a middle-class family, Govind lived in a rented room of 12x8 feet with his three elder sisters and parents and his father was the only earning member. Govind Jaiswal completed his schooling at a government school in Osmanpura and did his graduation in Mathematics from Government Degree College, Varanasi.
Soon after completing his graduation in Varanasi, Govind Jaiswal moved to Delhi to prepare for the UPSC CSE. Unable to manage the living expenses in the metro city, Govind's father Narayanam Jaiswal sold his only land for Rs. 4,000. To cover his own expenses, Govind used to take maths tuitions and prepare for his exams in the rest of 18-20 hours which helped him crack the IAS exam in 2006 in his first attempt.
Govind's father Narayan had about 35 rickshaws in the year 1995. But he sold 20 rickshaws to pay for the treatment of his wife's illness, who died in 1995. In 2004-05, his father sold the remaining 14 rickshaws to send Govind to Delhi for UPSC Civil Services preparation. Govind’s father started pulling a rickshaw himself so that there was no resistance in Govind’s studies.
During the preparation days of the UPSC exam, Govind faced many problems due to the loss of electricity for 14 to 15 hours, due to which he had a lot of trouble studying. To avoid the noise from the generator in his neighborhood, Govind used to study by closing all the windows and putting cotton in his ears. Many difficult circumstances kept Govind's morale strong and will lot of hard work, Govind Jaiswal secured 48th rank in UPSC Civil Services Examination in his very first attempt.
